Basement Waterproofing in Victoria: What the Code Requires and What It Costs

Waterproofing a basement in Greater Victoria is one of two jobs, and the BC Building Code names both. Dampproofing is the thin asphalt coat most older houses here carry. Waterproofing is the heavier barrier the code requires only where hydrostatic pressure occurs.
Waterproofing work in Victoria prices out per linear foot of wall. Published trade rates put an interior perimeter drain at $40 to $120 per linear foot and an exterior French drain at $10 to $100, with a sump pit and pump adding $600 to $2,500 where the lot has no gravity outlet (Fixr basement waterproofing cost guide). On permitted work the City of Victoria adds a $100 application fee and 1.40% of construction cost, which is $450 on a $25,000 job (Guide to Building Permit Fees and Deposits).
Most wet basements in this region are dampproofed houses doing a waterproofed house's work. What decides the number on a specific house is which of the two jobs the wall actually needs, how many feet of it are involved, whether the water can leave the lot by gravity, and how much ground outside has to come off to reach the footing. Estimates vary. Book a site assessment before you plan a budget around any range on the internet, including this one.
Dampproofing and waterproofing are two different things in the code
Section 9.13 of the BC Building Code separates them. Dampproofing a below-grade wall means two coats of bitumen or 0.05 mm polyethylene on the outside face (Section 9.13, Dampproofing, Waterproofing and Soil Gas Control). Waterproofing is the heavier requirement, and the code asks for it only where hydrostatic pressure occurs: on the exterior surfaces of floors-on-ground, and on below-ground walls where the finished ground outside sits higher than the floor inside.
Most Greater Victoria basements were built to the dampproofing standard, because when they were dug the groundwater sat below the slab and stayed there. Clay soil, decades of settlement around the footing, and a perimeter drain at the end of its service life change that. Water that used to drain away now stands against the wall through the winter, and standing water against a wall is hydrostatic pressure. The wall has not failed. The condition it was built for has changed.
That is why a coat of sealant on the inside of the wall so often stops working after one wet season. Interior paints and cementitious coatings are designed to resist damp. They were never asked to hold back a standing column of water, and where hydrostatic pressure is the cause, they will not.
What the published trade rates say each method costs
There is no Canadian published rate card for waterproofing work, so the closest honest reference is US trade cost data. Read it as the shape of the market rather than as a local quote. Excavation access, footing depth, and disposal all move these numbers on a Greater Victoria lot.

Two lines on that table are worth reading against each other. An interior system is priced per linear foot of wall. An exterior system is priced per linear foot of trench, and a trench is the far more expensive foot once excavation, shoring, spoil and reinstatement are counted. The gap between them is not a quality judgement on either method. It is the cost of moving soil.
The rule that sets the price: where the pipe has to sit
Subsection 9.14.3 is short, and it is the whole reason exterior work costs what it does. Drain tile or pipe used for foundation drainage shall be not less than 100 mm in diameter, and it shall be laid so that the top of the pipe is below the bottom of the floor slab (Section 9.14, Drainage).
The pipe is then covered with not less than 150 mm of crushed stone or other coarse clean granular material, containing not more than 10% of material that will pass a 4 mm sieve (Subsection 9.14.3, Installation). On a wet site, where soil works its way into the drain rock, enough extra granular material has to go in that the top 125 mm stays clear of soil.
Below the bottom of the floor slab is a real constraint rather than a rule of thumb. It has been argued in front of the province's Building Code Appeal Board, which read Sentences 9.14.2.1.(1) and 9.14.3.3.(1) together and held the line on where the pipe sits (BCAB decision 1345). For a homeowner that means an exterior drain replacement is a trench to footing depth around the treated side of the house: the excavator, the shoring where the trench is deep enough to need it, the spoil, and whatever is growing or paved above it.
Where the water is allowed to go, and why it changes the quote
Foundation drains shall drain to a sewer, drainage ditch or dry well, and where gravity drainage is not practical, Subsection 9.14.5 requires an automatic sump pump to move the water out of a pit instead (Section 9.14, Drainage Disposal). The pit itself is specified: not less than 750 mm deep, not less than 0.25 m2 in area, and covered, with the cover designed to resist removal by children and to be airtight.
This is the line item that separates two houses with identical walls. On a sloped Langford lot with a ditch below it, gravity does the work and there is no pump in the quote. On a flat Saanich Peninsula lot with the water table close to the surface, gravity is not available, and the pit, the pump, the backup, and the discharge line are all in the scope. Same membrane, different job, different number.
It also explains why a quote that does not ask where your existing drain daylights is not a finished quote. The outlet is a property question, and on older lots the answer is sometimes that nobody knows.
The permit fee that is not in the contractor's number
Where the work is permitted, the City of Victoria charges a $100 application fee at the time of application, and a building permit fee of 1.40% of the construction cost (Guide to Building Permit Fees and Deposits). On a $25,000 exterior drainage and membrane job that is $350, plus the $100, so $450 before anyone digs.
The same schedule prices the version where the work is found afterwards: 2.8% of the cost of construction on the first $20,000 and 1.4% on the remainder. On that same $25,000 job the permit fee goes from $350 to $630 (City of Victoria fee schedule). There is also a 5% reduction, capped at $500, where sealed plans and letters of assurance come from a registered professional.

What to bring to a waterproofing quote
The questions below decide which of the two jobs your house needs. Having the answers ready is the difference between a real scope and a guess.
- Which wall the water shows on, and how much rain it takes. A wall that leaks only after three wet days is a different problem from one that leaks in August.
- Whether the exterior perimeter drain has ever been scoped or replaced, and if so, roughly when.
- Whether there is a sump now, where its discharge line ends, and whether it runs outside the wet season.
- Whether the leaking wall also has cracks passing water, which is a foundation crack repair question as much as a waterproofing one.
- Whether the wet space is a full basement or a crawl space, because crawl space encapsulation and basement waterproofing are different scopes of work.
- How the finished ground level outside compares with the floor level inside, which is the measurement Section 9.13 turns on.
